In February 2023, the Shenzhen municipal government recognized three blocks in Cuizhu, Dongmen, and Guiyuan of Luohu as among the first internationalized blocks in the city.
The blocks in Cuizhu and Dongmen were evaluated as internationalized commerce, culture, and tourism blocks, while the block in Guiyuan was listed as an internationalized commercial exchange block.
Shops, industries, and companies in these blocks are defined as dynamic and modern. Moreover, the blocks' management by grassroots authorities and the services and public goods provided to residents meet international standards.
Cuizhu Subdistrict: International Commercial, Cultural and Tourism Block
Cuizhu Subdistrict boasts a reception hall for foreign-related services, where foreigners can consult about policies, get more involved with communities and engage in international cultural activities, thus feeling like being at home.
The Cuizhu Subdistrict international block will provide foreigners with a comfortable living environment and friendly life services so that they can connect with communities and learn about the local culture. The Cuizhu Subdistrict will build more international blocks by improving services, upgrading infrastructure, and hosting featured activities. The Shuibei service center features functional rooms like reading rooms, gyms, and shared office space. The service center’s staff is able to provide services and help explain policies to foreigners. More signs will be established in public areas, and more cultural activities related to gold and jewelry will be held by utilizing the resources of local jewelry enterprises.
Guiyuan Subdistrict: International Commercial Exchange Block
Guiyuan Subdistrict has been improving its ability to provide international talent services by enhancing personnel exchange and organizing talent activities. It also established the Luohu District International Talent Service Center, rolled out ten measures on international talent innovation and entrepreneurship services, initiated Shenzhen's first international talent services association, as well as hosted the first Luohu International Block Talent Festival.

Dongmen Subdistrict: International Commercial, Cultural and Tourism Block
"In Dongmen Subdistrict, I can experience Luohu District's local life and relax in advanced shopping centers," says Lin Mengdong, a Malaysian Chinese who has lived in Dongmen Subdistrict for nine years. Lin is attracted to Dongmen Subdistrict's commercial centers and its profound history, seeing it as her second hometown.
Focusing on improving public and talent services, Dongmen Subdistrict has summarized all of its public services infrastructure and facilities, made an English brochure for said services, and established over 50 streets, scenic spots, and traffic signs.
In public services venues, including the government service hall, foreigners can apply for licenses for entry and exit, residence, and work permits. At the Dongmen Subway Station, there are three government service machines that provide 219 service items in total.
As a symbol of cultural and tourism consumption in Shenzhen, Dongmen Subdisctrict has a distinctive local culture. Recognized as an international business and tourism block, Dongmen Subdisctrict aims to become a top-level commercial district with international influence and an international fashion street that integrates commerce and tourism.
Dongmen Subdistrict is integrating the resources of surrounding commerce, tourism, culture, residence, education, and recreation. The area is taking a pioneering role in renovating existing commercial areas, revitalizing cultural facilities, promoting cross-border consumption cooperation, and enhancing its consumption environment. Dongmen Pedestrian Street will be built into a cross-border tourism and consumption cooperation area that caters to the Guangdong-Hong Kong-Macao Greater Bay Area.
