The 8th session of the 7th Luohu District People's Congress opened on Jan. 29, when district mayor Liu Zhiyong delivered the local government's work report.
According to this, Luohu aims to realize 5.5-6% growth in 2021, with its fixed asset investment reaching 40 billion yuan and total social consumption increasing by more than 5%.
The plan is for its registered urban unemployment rate to be held under 3%.
Luohu will fully advance the building of the Shenzhen-Hong Kong Port Economic Belt and boost efforts in construction of the Xinxiu Area and renovation of the Shenzhen Railway Station-Luohu Port Area. It will also develop a duty-free economy and step up planning for the building of an international healthcare and finance city in the Guangdong-Hong Kong-Macao Greater Bay Area.
Liu said the district would further upgrade its competitive industries and strengthen emerging industries, hoping to attract at least six enterprises to establish their headquarters in Luohu and have more than five large-scale licensed financial intuitions operating in the area.
Luohu also plans to build itself into a pilot demonstration zone for use of the digital yuan.
In addition, Luohu will speed up the building of an international consumption center and establish a Shenzhen Jewelry Diamond Trading Center.
It also plans to attract an additional five or more sci-tech enterprises each with an annual input of over one billion yuan, said Liu.
He added that smart parking, barrier-free facility upgrading, and waste-free community building were other priorities this year.
To improve the environment, the district government will coordinate its efforts to control the densities of both PM2.5 and ozone.
Liu pledged that about 3,000 subsidized apartments would be built and delivered this year and one or two community healthcare centers featuring traditional Chinese medicine would be founded.
The district will further improve its governance based on the rule of law and deepen cultural exchanges with Hong Kong and Macao.
