Luohu holds its annual Party congress

The 5th meeting of the 7th congress of the Luohu district Communist Party of China was convened on Jan. 14.
On behalf of the CPC Luohu committee, local Party chief Luo Yude presented a work report to the meeting.
This meeting reviewed the district's performance over the past five years, planned socioeconomic development from 2021 to 2025, and approved the work deployment for this year.
All Party members in Luohu are encouraged to ride the momentum created by the 13th national Five-Year Plan (2016-20), and initiate a new stage in the journey of building Luohu into an all-encompassing hub of the Guangdong-Hong Kong-Macao Greater Bay Area.
Over the past year, Luohu's economy has sought to make further progress while maintaining stability. Its gross domestic product increased each quarter, and fixed-asset investment in the past year hit 38.4 billion yuan ($5.94 billion), a historical high.
Luohu's economic density ranks third among nine districts in Shenzhen, and the quality and efficiency of its economy has steadily increased.
Over the past year, Luohu has been able to strike a good balance between pandemic prevention and control, and the task of reviving the economy.
The year 2020 was the last year of the 13th Five-Year Plan. In the final year, Luohu's GDP was 38.7 percent higher than that of 2015.
The district has founded a three-level public cultural service network, and its expenditure on people’s livelihood over the past five years reached 72.03 billion yuan.
Luohu has carried out 11 pilot reforms assigned by the higher authorities, and 70 district-level improvements.
The year 2021 is the first year of the 14th Five-Year Plan, and marks a new stage in China's work to construct a modern socialist country. As for Luohu, it will accelerate its quality development, and make itself a leading district in sustainable development in the city.
Luohu's key tasks from 2021 to 2025 include deepening reform, expanding opening-up, pursuing quality development, improving people's livelihoods, building a beautiful China, improving governance, improving urban civilization and public morality and ensuring public security and stability.
Luohu has set its economic growth target at 5.5 percent to 6 percent, its fixed-asset investment at 40 billion yuan, total retail sales of consumer goods up more than five percent, registered urban unemployment held within three percent, and residents' personal average income growth basically keeping pace with economic growth.
To realize these objectives, the district will pay more attention to promoting technological upgrading, improving business environment, protecting environment and implementing the rule of law.
