Qingshuihe Headquarters New City strives to enhance transportation networks
As the New Year begins, construction in Luohu District’s Qingshuihe Headquarters New City is in full swing. Key projects, such as the Artificial Intelligence Industrial Park, are progressing rapidly. The Yulong area within the district has also moved into the excavation phase, with workers striving to kick off the year on a strong note.
On Wednesday, representatives of the Luohu District People's Congress and members of the District CPPCC conducted an on-site survey of the development progress. They visited the project’s command center for an overview of the area’s planning and major construction projects. They then toured the Yulong Landfill Environmental Restoration Project and the construction site of Huancang South Road.
Accelerated Development in the Qingshuihe Area
Located in northern Luohu, Qingshuihe Headquarters New City is a key development zone in Shenzhen. It is designated as one of the city’s "40 Major Headquarters Economic Clusters" and "10 Key Artificial Intelligence Hubs." The area is vital for Luohu’s industrial transformation and a critical engine for future economic growth. With its overall planning stabilized, full-scale construction is underway, including several major projects and the establishment of headquarters for enterprises with revenues exceeding one billion yuan.
Transforming the Yulong Area with Environmental Restoration
As the core expansion zone of Qingshuihe, the Yulong area plays a pivotal role in the new city’s development. The district is advancing the Yulong Landfill Environmental Restoration Project, with a total investment of 2.17 billion yuan. Scheduled for completion by the end of 2026, this initiative will eliminate safety risks and release 30 hectares of prime development land.
This large-scale project prioritizes minimizing disruptions to nearby residents by employing odor control and noise reduction technologies. Continuous monitoring of air, water, and noise quality by third-party agencies ensures environmental safety during construction.
Upon restoration, the landfill will be transformed into a digital innovation valley, a one-million-square-meter hub integrating digital industries, ecological green spaces, and multi-dimensional public amenities. It will serve as a key driver of new industries in Luohu.
Upgrading Huancang South Road to a Six-Lane Thoroughfare
Efficient transportation is the backbone of regional development. To meet the needs of businesses and residents, the area has constructed several municipal roads, including Qingshun Road and Qingshuihe Fourth Road South Section. Construction is also underway for other critical roads like Huancang South Road West Section.
Stretching 970 meters from Honggang Road to Qingshuihe Fifth Road, Huancang South Road is being expanded from two temporary lanes to six lanes, designed for speeds of up to 50 km/h. This upgrade will significantly enhance traffic flow, reduce commuting times, and alleviate congestion.
The Luohu District Construction Bureau emphasized that the road expansion aligns with Shenzhen’s urban planning goals, improving the region's transportation conditions and economic prospects while enhancing the quality of life for residents. Currently, the overall project progress stands at 37%, with construction proceeding simultaneously in both the east and west sections.
Representative Voices on Transportation Development
Liang Zhenxin, a representative of the Luohu District People's Congress, underscored the importance of transportation as a foundation for urban development and a key component of public welfare. He called on the government to expedite negotiations, ensure fair compensation, and promote cooperation among businesses and residents to advance critical projects like the Huancang South Road expansion.
As a key growth area in Luohu, Qingshuihe Headquarters New City is rapidly emerging as a dynamic hub. By 2025, it aims to accelerate urban renewal, transportation infrastructure, and environmental enhancements to drive industrial development and elevate the region’s urban functions.
