Luohu boosts tourism development
In recent years, Luohu district's tourism industry has experienced steady growth, driven by strategic initiatives such as an action plan for promoting the high-quality tourism development (2023-2025) and the "Luohu Ten Measures." These efforts aim to position Luohu as a hub for premium tourism enterprises, a key distribution center in the Guangdong-Hong Kong-Macao Greater Bay Area, and a premier destination for tourism consumption.
With over 470 travel agencies, Luohu captures nearly 40% of Shenzhen's market share, with outbound tour operators representing almost 60% of the city's total.
In 2023, leveraging its strengths and industry trends, Luohu established three major tourism industrial parks: the Kingway Tourism industrial Park, the Pacific Tourism industrial Park, and the HALO Plaza Digital Cultural Tourism industrial Park.
"These parks have greatly enhanced enterprise collaboration and addressed challenges faced by travel agencies," said Wu Ming, head of the Marketing Department at China International Travel Service (Shenzhen) Co., Ltd. Kingway Tourism Industrial Park, for example, offers rent subsidies and comprehensive support, boosting business innovation and competitiveness.
The government has also eased cost pressures by providing resources for developing new travel routes and fostering collaboration between popular shopping districts and travel agencies. This has led to more diverse travel options for tourists.
Dong Xiaohui, executive general manager of Shenzhen Overseas Tour China, which entered Kingway Tourism Industry Park in 2023, noted that over a year after the "Luohu Ten Measures" were implemented, government support for innovation and digital operations has significantly improved productivity. "Luohu's encouragement for quality enhancement, from new media to specialized routes and provincial travel agency ratings, inspires us to explore new areas continuously," Dong said.
