Luohu aims for improved well-being for local residents
The Luohu district in Shenzhen adheres to a people-centered approach to development, prioritizing key aspects of residents' daily lives such as housing, education, healthcare, and elderly care. With consistent efforts, Luohu has successfully heightened the local residents' sense of happiness, well-being, and security.
In 2023, Luohu undertook the renovation of nearly 300 old elevators, converted bottled gas to pipeline gas for 24,700 households, and improved power supply and utilization safety for 23,000 households in urban villages, significantly easing the daily lives of the local population.
Concurrently, Luohu has focused on the "three major livelihood issues" of education, healthcare, and elderly care, earnestly resolving pressing concerns of the people. Luohu has added 4,650 compulsory education slots. Luohu's medical reform has been recognized as a national exemplary case for promoting high-quality development of healthcare at the grassroots level. With a ratio of 6.48 general practitioners per 10,000 residents, Luohu has met some of the 2030 targets set in the Healthy China initiative ahead of schedule. In addition, Luohu has been designated as one of the "First Batch of National Pilot Zones for Integrated Medical and Elderly Care."
Luohu has also got right to the spot in meeting market demands and tackling the pains troubling the industries, providing precise services through departments collaboration and government-enterprise partnership. A total of 174 specialized service teams have been formed, visiting over 3,300 enterprises and resolving 1,204 business concerns. In 2023, Luohu attracted 301 key enterprises.
Taking a stride in high-quality development, Luohu's GDP exceeded 280 billion yuan (around $39 billion) in 2023, a year-on-year growth of 7.2%. The total retail sales of consumer goods reached 139.175 billion yuan, up by 10.4% year on year. Luohu has inaugurated the Shenzhen city's first centralized center for immediate tax refunds for departing international travelers, allowing them to claim tax refunds right at the point of purchase. Furthermore, the district has opened 45 first, flagship, and concept stores, launched eight demonstration projects for Shenzhen-Hong Kong integrated development, and introduced the country's first self-service machine for issuing e-CNY wallets.
