Luohu aims for a refined business environment
Recently, Luohu introduced the "Measures to Enhance the Market-driven, Rule-of-law-based, and Globalized Business Environment in Luohu District." The measures seamlessly align with the "Action Plan for Building a Business Environment Innovative Pilot Area for the High-Quality Development of Modern Industries in Luohu District (2022-2025)."
In contrast to prior policies, the measures zero in on fostering high-quality development of modern industries and addressing key challenges faced by businesses. The yardstick for gauging the effectiveness of policy implementation is anchored in the willingness of enterprises to establish themselves in Luohu and the degree of success they achieve.
In recent years, Luohu has continuously improved its competitiveness in the business environment, promoting the sustained refinement of its industrial structure. It has unleashed potent new industrial momentum in areas such as consumption, the Guangdong-Hong Kong-Macao Greater Bay Area, modern services, and emerging industries. Over the past two years, the number of emerging enterprises in Luohu has grown by over 50%.
As of the end of November, Luohu boasts a business entity count surpassing 300,000, accounting for 7.16% of Shenzhen city's total. Notably, the district has attracted 223 pivotal investment enterprises, securing the second spot citywide and yielding a tax revenue of 6.53 billion yuan (about $910 million). In the first three quarters of this year, Luohu's GDP growth rate stood at an impressive 6.8%, surpassing the city average by 1.4 percentage points.
