Luohu recently published an action plan to boost the high-quality development of its service sector from 2022 to 2025.

Implementing the plan will be conducive to accelerating the construction of a modern service industry system in Luohu and injecting a solid impetus to promote it as a pioneer district for the sustainable development of modernization with Chinese characteristics.

According to the Luohu development and reform bureau, the action plan is problem oriented. It gives full play to Luohu's proximity to Hong Kong, emphasizing integrated development between Shenzhen and Hong Kong.

The bureau said that the action plan highlights the "top-level design," anchors the development path of "stabilizing the total amount, improving the quality and cultivating the increment," and proposes the "1+2+N" modern service industry system and seven actions and four projects.

The plan considers not only Luohu's existing foundation of finance, commerce and business services, but also the future development direction such as emerging finance, cloud computing, international trade, and other high-value-added, knowledge-intensive strategic emerging services.
