On March 7, 2024, the Reform and Development Commission of Shenzhen Municipality released cases on building business environment, including 10 municipal level cases and 10 district level cases, aiming to promote the city's efforts to improve business environment.

The 10 municipal level cases include utilizing digital technologies in facilitating trade of public resources, an innovative mechanism to supervise water supply, providing financing tools for self-employed businesses, cross-region medical insurance mechanism, and so on.

The 10 district level cases focus on the usage of block chain technology in administrative services, reform of ecological environment assessment system, building demonstration zone for application of digital RMB, and so on.

Many of the excellent cases are the first of its kinds nationwide. The application of emerging technologies including digital RMB, block chains, and AI computing emerges as the highlights of the cases. For example, Shenzhen's Luohu district has pioneered building digital RMB application demonstration zone, and the application scenarios have covered six major fields such as daily consumption, fee payments, transportation, education and medical care, culture, sports and tourism, as well as administrative services.

The Nanshan district has pressed ahead with block chain technology application and developed an administrative data sharing application and an approval model for specialized industrial capital. That has increased the capital approval efficiency by 50%.
