Luohu on its way to become all-embracing hub of Greater Bay Area
While the central authorities vow to build a great modern socialist country by the middle of this century, Luohu aims to become an “all-embracing hub of the Guangdong-Hong Kong-Macao Greater Bay Area” at the same time, through pursuing higher-quality and sustainable development.
To realize the objective, Luohu has to take the initiative to connect domestic and international circulation, improve its transportation infrastructure, and enhance its governance, public services and business environment.
The development of the port economic zone with Luohu Port, Wenjindu Port and Liantang Port as its key points is a district priority; Luohu’s pro-business and pro-innovation policies must be to-the-point to promote the concentration of production factors; the district’s living, natural and cultural environment should be better managed and further improved to make a place where people live and work in contentment.
In the next few years, Luohu has to pilot and deepen reforms in key areas, expand opening-up and continue to build platforms for Shenzhen-Hong Kong cooperation.
The district should drive its growth through innovation, and continuously improve the quality and efficiency of its development; it should always adhere to the people-centered principle as the ultimate goal of its development.
Luohu should always attach importance to protecting its natural environment, and be dedicated to making the district a model of green development; it should try to enhance its grassroots governance and accelerate its urban renewal projects.
The district should never ignore the importance of spiritual civilization construction; Luohu should strengthen its ability of risk management and control in various fields.
For this year, Luohu sets its economic growth target at 5.5 percent to 6 percent; its investment in fixed assets should exceed 40 billion yuan ($6.15 billion); the total retail sales of consumer goods in the district should surge at a speed of over five percent; its registered urban unemployment should be controlled below three percent; per capita disposable income of the residents in Luohu should grow at basically a similar pace as that of the economy.
